Yes, that may be possible, although the there is still a power budget to consider CPU or GPU. Currently the Atom CPU is the most efficienct component, the motherboard and GPU use far more. An Atom might use 2.5W but the rest of the motherboard 15-20W. So whether we perform the caliculations we need to consider the total power drain.
