Distortion on export

Exporting a 23.976fps 427x240 square pixel H.264 file 30 seconds in length from Premiere Pro CS3 (with latest update) on Windows XP SP2. I get lines of distortion on the far right side of the frame only a couple pixels in width but very distracting. The distortion appears blocky and a mirror image of surrounding colors. I now also notice this in my timeline, and have before in 2.0 but have never noticed the distortion on an export. Note: previous exports where exported as Cineform Avi's from 1440x1080 24p timeline then downconverted in HDLink and imported in SD project then Encoded.

Thoughts?
