Workflow questions with premiere cs4. Any help greatly appreciated!

So I'm under the impression that 1080i @ 59.97 fps is interlaced upperfield first.
That being said, in premiere I've been making my sequences 59.97 fps, upperfield first.

If I want to go compress for the web, I go no field order, progressive.
If I want to go DVD, I use lower field first.
If I want go to Blu-ray, I use upperfield first as well?

I've been using uncompressed Microsoft avi with upper field first and the V210 codec selected with render at max depth checked for exporting to aftereffects after I arrange everything in premiere.

Are there any better workflow solutions? Am I doing something majorly wrong? I know I'm trying to keep the best possible quality when I'm moving from premiere to after effects. Is there a better way?

Thank you in advance! Oh and I'm capturing with blackmagic intensity pro with AVI 8-bit YUV.
