color gain vs rgb gain, multi framerates same tape

2 questions. . .

You have your color gain, and your r,g, and b gain adjustments. Now, if one ups the color gain by one notch, is that the same as if I adjust r,g,b up by one notch? I know the RGB gain is sort of a fine tuning for the white balance, but what if you move all colors up/down in unison? does it become another color gain adjustment? I mean, does it give you the same look either way?

Also, I seem to recall you can't have 24p and 24pa footage on the same tape, but what about 60i/30p and 24p/pa?
