Blured Motion

My video is 1080i shot at 60i at 1/150 shutter speed shot with XH-A1. There are horizontal lines in the still image is this due to the high shutter speed and motion of the subject? Looks like a partial field of an interlaced frame around the subjects in motion. I would attach a sample but I do not have attachments permissions.

The actual video looks fine but I would like to understand this better.
