One way you can try is with DVFILMAKER:

This product would let you shoot 60i, slow down the footage, then convert to 24p. The 60i should give you enough frames for smooth slow motion, and dvfilmaker will give you good quality conversion to 24p.
Next best suggestion I have is to change to camera that will shoot progressive frames at higher frame rates which then can be slowed to 24p.
Magic Bullet does a good job, but I believe it's much more expensive. For the best price/peformance, DVfilmaker is worth testing.
