HD File Formats

Hi, What file formats are actual HD? Mpeg-2 is actually SD - correct? In other words, assuming one has a good system, and you want to avoid interframe compression, what's the best way?

Also when burning a DVD, does that loose quality?

I appreciate any thoughts.
