There's a couple of programs from Ulead (Moviefactory) and Cyberlink (Power Director) that'll let you burn blu ray discs from your HDV files.

Creating discs that play in Blu-Ray players
I cannot address Ulead Movie Factory, but this post addresses Cyberlink (for simple projects without menus and won't play on most players) and Roxio DVDit Pro HD (for authoring with menus and will play on Blu-Ray players). No particular need to depart from mpg, which is fine at high quality data rates.
