Ordering me a Blu Ray DVD burner tonight...
I am simply wondering what are the best DVD I should use? Do I need a special DVD for Blu Ray?

DVD and BluRay are two different media. If you burn DVD, it will be DVD disc of 4.3GB or 8.5GB Dual/Double Layer. If you burn BluRay, that will be 25GB or 50GB double layer.
So if you want to burn BluRay disc with your new burner, you will need to buy blank bluray disc. I have been using Verbatim and TDK. They both work fine. abouT $8 to $12 each disc.

Can I use a blue ray burner and burn regular DVD in them? Data or video etc..?

It depends on the bluray burner you are buying or you have. But it's very safe to say all BluRay burners can burn regular DVDs.
