OK, here's my first try at this..

MR. XXXX - As long as teh roots are not severed, all is well and all will be well in the garden. PRESIDENT - In the garden? MR. XXXX - That is correct. In a garden, growth has its seasons. There is spring and summer, but there is also fall and winter. And then spring and summer again. PRESIDENT - ...Spring and summer... Yes, I see...Fall and winter. Yes, indeed. RAND - I think what my most insightful friend is building up to Mr. President, is that we welcome the inevitable seasons of nature, yet we are upset by the seasons of our economy. MR. XXXX - Yes. I love this movie.
It is "Being There" starring Peter Sellers. (I even remember the stock number of the VHS copy of it in the video store I worked at in the 80's - it was stock # 1089, but only I would know that - it won't get me any extra points. -Jon

It is indeed Highlander. It is spoken by Clancy Brown during the memorable church scene towards the end. (although I evidently omitted a 'to' in the quote - sorry.)
