Convert TO AVCHD

I see plenty of methods to convert FROM AVCHD, but what if I want to convert to AVCHD? This there a product that does that? On a Mac?

I'm starting with Panasonic DVCPRO HD and need to upload to a service that wants AVCHD. I understand there may be an intermediate conversion necessary, like converting to ProRes for example.
