Was meaning to mention that the requirement for "32-Bit Windows XP" can be met on a modern computer with a "virtual machine" such as VirtualBox https://www.virtualbox.org/ which is free / open source.
A virtual machine is a software environment within which you can install an operating system which in turn thinks it's being installed on a 'bare metal' new computer. So you install VirtualBox, then install a copy of Windows XP 32-bit inside it, and then go on to install your software. The only remaining issue is whether it can see the hardware card in the slot of the computer, but it's always possible. Hope this helps. Do let us know how it worked out thus far at your end.
