If you want to do it yourself, the Cedar outboard gear and plug-ins are also well regarded. I personally use the WAVES Restoration Bundle and Sound Soap Pro. Like most other software, certain packages are better at reducing certain types of noise. We received a very bad dub of the film "7even" that we included in our Brad Pitt Biography for A&E. It was so hissy that you barely could hear Brad Pitt and Morgan Freeman as they stood whispering in the rain. So you had bad dub, rain and the two talent are whispering. Using several of the components in the Waves Restoration bundle, we were able to take the audio from unusable to usable for broadcast. I was impressed. Good luck on your hunt for fixing that up.
