Shooting 24 FPS film and editing 29.97 standard
I shot on film 24fps on a Bolex and am editing in Premiere Pro because my Avid is not working with my computer. I guess I have to edit for 29.97 but does that do anything at all?

No, but I know a lot about their program. I'm a film student at Savannah College of Art and Design.

Eric,
My apologies. I thought with you being from Philly and using a Bolex, you were enrolled in Temple's film program. As to your question of editing 16mm, the telecine will use the 2:3 pulldown to effectively make your footage 29.97. You can then edit the footage in Premiere's Standard DV project template. Does this answer your question?
