how to do this in after effects?

i want to animate a text similar to this. i want it first look flat, then move out leaving behind that 3d-ish look. anyone know how i could do this in after effects or premiere? |

the decay parameter on the echo effect doesn't seem to be doing anything

"If you use the Decay parameter, your trail will fade the further away it is from the object that created it."
Perhaps you need to keyframe the effect to reverse it? |
