PAL DvD's

This has got to be a common issue but it's late and my vision is blurring...
I have a finished project, shot and edited at 29.97. Now, the client wants a PAL DVD to send overseas. Naturally, you can't author it in Encore as a PAL disc, unless you import it at 25fps. But that introduces a distracting stutter on pans or scenes heavy with motion. I'm sure there's a simple fix but, at this hour, it escapes me. Possibly, I should just tell him that most PAL decks will play an NTSC disc.
