Adobe Encore CS5 Motion Menu Quality Issue

I recently upgraded from CS3 to CS5 and have been having some quality issues with creating a motion menu in Encore. I export my footage from Premiere and Import it into Encore and set my footage as a video background for my main menu. The problem is that once I have rendered the motion menu the quality of the video is very poor. It is artifacted and blocky and does not look like Hi-Def material. Mind you I am not creating a Blu-Ray Disc, just a standard DVD. But when I was using CS3 I never had this problem. I have even imported the sequence from premiere to encore useing Dynamic Link and still suffer the same quality issues.
