Transitions and Effects

Before I ask my dumb question I would like to say hello to everyone in this forum, this is my first post ever :P. Well I have a small issue with premiere, i just don't have as much options in video effects and transitions compared to vegas. I prefer working with premiere because its much more organized than vegas but I just cant seem to get effects like cookie cutter, sephia, etc. Also it has way less transitions, and I really miss a couple of them like cross blur. Is there plugins I can download/buy to get these options? Some one told me I have to buy after effects to get these things but I cant really rely on that persons opinion. Any help would be appreciated. I just find working in vegas tedious since I have to open vegas various times to use it as another sequence. I don't mind if I have to "make" the transitions myself by adjusting the ones that already exists. As long as I can find tutorials to do them in. Any information would be greatly appreciated.
