Image With Text in Premiere Elements

This thread was the closest I came in my search for an answer http://dvinfo.net/conf/showthread.ph...ight=font+size however, I'm not using the Titling tool to do it.

I made a GIF image of the map of Trinidad with a transparent background and placed it over outdoor scenery to show where it the scene is located. The map looks fine but the names of the places on the map look terrible. The image is 640 x 480. I tried different sized fonts and types - Bookman (which is like Times Roman) and Arial and in both cases the text looks busted up in the video but it looks clean and nice as a GIF or PNG.

How do I get the text on the map to look clean and readable on screen?
