Has MPEG-2 encoding in CS3 (Premiere) inproved from P-Pro-2?

I use P-Pro-2. I have never really been very happy with the encoding of MPEG-2 files. Play back on NTSC monitors (TV's) never looks sharp. Has adobe improved thier MPEG-2 encoding with CS3?

What do other people use to encode when you use Premiere to edit?
