why am I constantly 'conforming'...?

Hi,

Ive just imported 3 m2t files into a HDV premiere pro 2.0 timeline and let them conform fully. I then saved and restarted my pc to find that premiere has to conform the files all over again. Is this normal? I thought that it only needed to do so upon the first import of that clip.

I've seen this issue also in PPRO2.

You could close PPRO, delete the Conformed folder for this project, then re-open PPRO2 to start afresh.

Also, make sure you've got enough hard disk space for the conformed files - they're pretty big, and defragment it.

Leave your system alone until conforming has finished, and ensure you save the project.
