The explorer frame, shell and theme is from a package called 'Placebo by Solmiler' (google it) should be easy to find. He includes all instructions in a pdf.
The imageres.dll is a modded one extracted from a Windows XDark version. You can mod your own with Resource Hacker if that kind of thing is enjoyable to you.
I can upload mine if you want to yousend it or similar.
