Making the Video Clip Smaller and Putting it on a Backround?

Picture in Picture?
Are you talking about an inset picture (video) within the background (video) like picture in picture. If so, this is easily done with a square wipe pattern or whatever shape you choose. It can also be done with the motion control in Premiere by simply reducing the screen size in the zoom field.

What program? I could give you instructions in Vegas (in fact I HAVE instructions at www.jetdv.com/tts/TTS01-02.pdf) but if you are using Premiere it won't do any good.

Reduced Picture over background or PIP
This effect is achieved in Premiere by at least two easy procedures. One route is to place your clip to be reduced in the V1A track and the other clip/background in the V1B track. Next, insert a wipe pattern transition, in this case a square wipe or whatever Premiere calls it, and open this transition. Next, choose the percentage of size and make sure both beginning and end are the same value. Next, click on the white dot in the first window and position where you want this reduced picture to be. You may check the show picture box to see the actual clip contents for accurate placement. Next, click OK and then render the this creation and that's it.
