I'm having trouble articulating this...
 
What I want to do is drive down a street with my camera propped out of the window, filming everything as I go by. Later, I'll insert a bullet (we've already made it, in Maya, with smoke around it). The effect I want to achieve, ultimately, is to have the bullet flying down the street. I want to slow down the video of the street so that the people are moving in slow-mo, however, this will also slow my pan, and I want the camera to be moving fast. So, I was thinking, I could slow down the video, and then stretch out the image like a panoramic photograph, and pan down IT as the video plays. The problem is, I don't know how to do this. If I just pan normally in Premiere, the image will just kind of fly by, and there will be white space behind it. How do I stetch it out so that it plays fluidly, without any whitespace behind it?

(I know this is going to be complicated)

I think if you stretch the video the people will appear wider than normal.

And if you pan too fast, each frame will be slightly blurred.

Could you "fake" it by having the people (actors?) on the street actually moving in slo-motion?

Sounds like a cool effect, with the bullet up close in focus, and the people it's zipping by slightly out of focus.

I can't really fake the slo-mo...it's a public street. I don't really want to "stretch" the video...but I want to make a really long (panoramic) clip...

My brain is hurting coming up with an answer... What you are
basically asking is two different camera speeds:

1. fast one, main camera that follows the bullet
2. slow one, with the moving people

I think this would require two pass shooting with a motion
controlled rig, blue/green screening actors or using digital
actors.... I just can't come up with any other way to pull such
a thing off without introducing major distortions that will look
very bad... I might be wrong ofcourse.

I think I've come to the conclusion that this just isn't possible, given the resources I have and the time I've got to do this in. We've changed the shot a little...we might have to blur it....we'll see. Thanks for all your help!
