CF HD > SD downconvert audio garbled

When I downconvert a 1980 x 1080 24P CF file to 720 x 480 WS 24P CF file with Premiere Pro CS4 4.1 and Neoscene 1.3.1, the audio is garbled. If I change the downconvert codec from CF to DV the audio is fine.
