DV Info Net - Can the HV20 output its lcd timecode over composite out?

I have an HV30 not an HV20 but they are basically the same. Is this what you mean? PAL manual p41:

The time code is usually embedded in the DV signal (haven't checked the HV20) but I don't know how you would display it.
