Is there anyone with experience recording HV20 16X9 DV 60i (and 4X3) that can evaluate the picture quality?
And what about the video quality of the DV 16X9 24p downconvertion from HDV 1080 24p?

In SD, widescreen's quality is not as good as 4:3 as they are both shooting in 720x480 (NTSC).

I did a comparison between DV-Lock and downsizing HDV footage, the HDV downsize video looks noticeably better. Here's the post

Same here in PAL land. As well I did a HV20 pix. comparison of downsized HDV to DV against a Panasonic GS400 DV, also noticeably better quality.
