I saw a crewmember on X-Men (1) movie and he had a was
responsible for "picture car".... Is this the whole setup that the
Director (and other ppl.) watch the feed from the camera('s) on?

Usually the "picture car" refers to a vehicle that is used in the movie, i.e. the actors are driving (also known as the "hero car"). It could have been used to refer also to the camera car (http://www.shotmaker.com/) that generally tows the hero car, and has all the amenities for shooting. Instead of the car being towed directly, sometimes it is placed on a low slung trailer that can be built out on the sides to accomodate cameras, lights etc. placed around the car, this is called a "process trailer".

cars on several behind the scenes and on the stuntschool series.
