I shot on film 24fps on a Bolex and am editing in Premiere Pro because my Avid is not working with my computer. I guess I have to edit for 29.97 but does that do anything at all?

As to your question of editing 16mm, the telecine will use the 2:3 pulldown to effectively make your footage 29.97. You can then edit the footage in Premiere's Standard DV project template.
