Shooting 16:9 and 4:3 on the same tape?

As far as I know, I don't think there's anything harmful about it.

Hi Scott. There is no problem at all in doing this, I've done it many times.

I second Richard. Tape can take multiple aspect ratios/fps. It's how you bring it into and use it in your NLE that matters.
