What is the best way to down convert my 1080 24F footage to Standard Definition? I have Vegas, but when I down convert to SD, the footage stutters and has a horrible motion blur to it.

You can try steve's 24p pulldown to get rid of the interlace blur. To retain the nice output you need to pick an SD format that is also progressive.

are you outputting to dvd? if so you're in luck as it supports 24p m2v's and you can get more on a disc as the filesizes shrink accordingly, the stuff i've tested making 24p dvds looks really good

Yes, but the reason why I want to downrez is because I don't really have the cash to edit HDV.

HDV can be edited with standard tools on standard machines. iMovie and Final Cut Express HD both do a good job for little money on modest hardware.
