I am looking for a collapsible tripod floor stand, with boom arm, that can be folded down to 32 inches at most.

The size is determined by the camera tripod bag, which is where it will go for carrying around.

Is there such a thing?

K&M, Konig & Meyer, is a german co. that makes mike stands. They offer a two-stage stand with collapsable boom that might be under 32", Ultimate Support Stands (ultimatesupport.com) used to distribute them in the US, but I don't see them (K&M) on their site right now, but I'm in a hurry...

And I'm back. See if you can source a K&M 25200B, Three Section Mic Stand and Boom Package, Height Adjustable from 24-1/2" to 59", with 18" to 30" Boom, Black, a fine mic stand to travel with, folds to about 28". PM me if you are looking to source in USA.

K&M is well known also for their music and instrument stands (I have several of their brass instrument and music stands, and they're great!) The stand bags say "K&M Stands for Music" on them - pretty neat phrase.

I might be wrong, but I would think that any of the major musical instrument and supply outfits should be able to get them since they already sell other K&M products.

K&M also makes a nice swing arm mic arm for broadcast and narration booths - got one on my desk
