I've just completed the first version of a program called "DVMP" (DV Media Player) which runs on MS Windows.
It plays DV AVI files and displays the corresponding DV metadata. The metadata is timecode, date and time of recording, shutter speed, aperture and white balance settings.
Metadata is stored in the DV format for each frame. You can view the changing data as the AVI file plays, or pause and frame step in either direction and examine the values for each frame.
You can also jump forward or backward to the next/previous scene (where a "scene" is defined as a discontinuity in recording time).
Please note that this is for DV, not HD which has a completely different file format.
DVMP is free for personal use. For more information and to download the program, please see:
http://www.dvmp.co.uk/dv-media-player.htm
I've also added a couple of pages to the site, one on digital video and another on security & encryption.
I'd be interested in any feedback. Thanks.
