I would like to create a mask for the top and bottom of the frame - no more than 5-10 pixels. I'm editing with Premiere Pro and I've got AE as well. I'm an extreme beginner in After Affects. Any help?

The easiest solution would probably be to create two rectangles in the titler. One at the top and one at the bottom. Do all of your editing first, and then lay the title over the entire project before exporting.
Create it and practice with it first. But don't use it until you need to in order to save rendering time.

Maybe you could open the motion settings and zoom slightly. What, maybe 101%.
That would be real easy.

Not sure if this applies but, - had to get rid of noise at top and bottom of a video originally taped on VHS. I found that zooming loses resolution but cropping doesn't. Just cropped the noise out, left a thin line of black at top and bottom, - much less noticable than the noise and with no apparent resolution loss.
