i am editing a peice i didnt shoot and the white balance is messed up for about one minute, is there anything i can do in final Cut Express one (sd) to correct this

Use the 3 way color corrector, click on the little eye dropper next to the "whites" circle color pattern, then click on something that's suppossed to white in the frame and it will correct it.

I'd also fiddle with the RGB balance if the 3-way color correct doesn't totally address your problem.
