I hve tried the ne version of gimp with the animation plugin and it is great for manipulate the video frame by frame.

Gimp is an open source photoshop clone. I has now an animation plugin that impor avi or mpg and transform it to an image format(bmp...), the you can manipulate this images like layers ...
