has anyone come across a list of free plug ins or resources? I searched here on DVInfo.net and on the web, and found many "free downloads" that you still had to pay for!

I'm interested in a particle plug in for Premiere Pro or A.E.- maybe open source?

Here's three independently produced video utilities that I use for various tasks, both for SD and HD. You might be interested in them, as well as free plug-ins for commercial editing programs. They are: Win-DV, MPC and HDV-Split. They all work nicely, have come with no unwanted spare baggage and are completely free. Go onto Search and type those names and you'll find the URLs to download them or get more information.

here's a free program that says it can do "fire" and "smoke". I downloaded it but haven't had time to try it yet.

As for backgrounds, take a look at this one: http://www.stevengotz.com/video.htm

The Mainconcept link provides 5 new free ones monthly for a total of 100 different backgrounds.
