I am using a Canon XL2 shooting 16:9 format.
I import at 720 x 480 and the resulting images look fine.
When I export the movie I also choose 720 x 480 however the result is an image that is in 4:3 format.
Can anyone tell me what I am doing wrong?
If I export at 853 x 480 it looks just as it should.
I have been choosing 0.9 pixel in the options section.

16:9 video, when it's 720x480, has a pixel aspect ratio of 1.21.

Your export settings have to match the project settings. When you choose the 16x9 wide mode at the beginning, the 1.2 par is in effect. When you export the movie be sure the settings are for 16x9 widescreen and it will render your frames at 1.2 par, 720 x480.

Once imported to Encore for authoring, the imported clips will be seen at this pixel aspect ratio and the result will be a 16 x 9 frame.

I now am getting the correct size, however now the video is flickering up and down like film going through a bad film gate.

Are you viewing your video through Windows Media Player? There's some kind of issue when exporting 16x9 24p footage from Premiere Pro. When you watch the video in Windows Media Player, it flickers back and forth like a headless chicken. It will be fine once you export it to tape or DVD though, and I can confirm that the problem, whatever it is, has been fixed with the new version of PPro.
