Why can't you ask them to be careful? Anything that is going to reduce their clothing noise is going to require their cooperation. After all, they cooperated when you put the mic on them didn't they? What's the problem telling them how to help avoid creating noise? Proper mic placement can go a long way in helping - outside the clothing when it doesn't matter if the mic is visible, in the centre of the chest directly over the breastbone, with a strain relief loop in the wire. If the mic is between clothing layers, hidden between a shirt and undershirt or on a shirt under a suit jacket, for example gaffer's tape folded sticky side out into little triangles and stuck on either side of the mic can work wonders to anchor clothing layers and prevent them from sliding over the it.

Bandaids, moleskin, gafferstape, silk, all of these work for preventing movement, etc.
