I'm making my feature debate as a director this summer... and I'm putting my own funds into a project that might grow bigger...

But does anyone know of anyone who can make monster suits... or werewolf suits for a low price that low like they cost a lot of money...

Low budget and first time indies have two basic resources for talent; Local theatrical connections (Colleges and community theatres) and WANT ADS.

Craigslist is a good place to post your want ad, or if its not available in your area, look for the local free sheet.

Post a notice with your local theatre departments, and hope for the best.

Check Ebay every week, used props pop up on a regular basis.
