Is 60i in tv mode the best for getting good quality action footage? Would 30p be feasible in tv mode at say 100? Lighting would be bright sun. Final output would be DVD and web.

Need recommendation for on tripod, and hand held. Thanks.

In bright sun, you will be able to run 1/250 at 30P. This gives pretty good motion stopping if you want to lift production stills from the video.

30P is great for live action. I recommend going to manual mode so you can mess with the shutter, high stuff may get to crispy for you but it can be a great looks. TV mode will let you mess with the shutter as well and give you auto aperature.
