I want to lower the HD quailty to 720i but each time I think I do it still says 1080i in the top of the screen? What I am missing?

If so, the reason that you can't "lower the HD quality" is that the Z1 isn't capable of shooting 720p (or 720i). Your only choices are 1080i50 HDV, 1080i60 HDV, 576i50 DV and 480i60 DV.
