Live Type on a Mac appears to be a very effective font programme.

Is there an equivelent for PC

Any help would be appreciated.

I probably should not be writing this since I have no idea what LiveType does, but I use Typograf (http://www.neuber.com/typograph) under Windows.

Most people from the PC World use After Effects, Boris or some other software for their titling needs. Most NLE's have reasonable titling modules built in, but if you want to get complex then you should consider one of the aforementioned.

If you are just doing fonts and typesetting effects, then Boris GRAFITTI is the ticket. It comes bundled in RED and some of the other packages. But you can buy it as a break out package as well.
