It can't really do full HD (1080) at 960fps.... right?

I have the RX100IV and while it also has the 1920x1080 spec at 960 fps, it is a good example that resolution isn't everything--the overall image quality and amount of moire looks like cel phone video from 8 years ago. It's kind of unusable. I'm sure the V improves on things a little but still probably a troubled image.
