I may be the last person to learn this trick, and/or, based on other threads, I may be the last person still using Vimeo, but I just found the website:

Vimeo Status (http://www.vimeostatus.com/)

Which is run by the fine folks at Vimeo, and gives you an idea when something funny happens, whether it's just you, or everyone using Vimeo.

Lots of fun stats there.
