in aspect hd perference ..there is 30p-24p conversion. i just tried and i didn't see artifact or motion bulr... is it possible this could be better than magic bullet or dvfilm? magic bullet rendering time is really painful.

Where is that setting I would like to try it. What was your footage shot at originally?

I was under the impression this was just a slow-down effect.
(i.e., CF30 -> 24p = 25% slow down for moderate slow-motion.)

Yes that is correct. Plus pitch corrected audio to match.

Would this also work outside of aspect hd, for example, in just the premiere pro 1.5.1 updates? And would it work if exported out as say a wmv hd 24p file?

It all happens during capture and conversion within any of the CineForm products. Once you have a 24P file it can be used to produce any 24p content including wmv hd 24p. This is not included with the 1.5.1 free download Adobe offers, so you will need Aspect HD (or Connect HD for Vegas) for this type of 24p work.
