Yes, and if the radio control hobbyist pilot is found to have place a thermonuclear missile on the "drone", then he could also be POSSIBLY facing charges of possession of weapons of mass destruction.
If the "drone" landed in soil that contains the anthrax bacteria and alofts it, then he could be POSSIBLY charged with anthrax possession.

Well, if they're hoaxes, there are some serious big name companies investing a LOT of money into these "hoaxes"....

The Google X emergency role seems more sensible than the parcel delivery idea,
