What is the appropriate license a person needs to be a freelance/single crew?

Does Fl, or the county or city you live in, require a business license?
Otherwise I don't know of any requirement for a "license" to be a SPC. Some states, local municipalities DO require a business license but that has nothing to do with whether or not you run as a single person crew.
Check with the local government what the requirements are in your area.

A business tax receipt (used to be called occupational license) for your city and county of residence should do it.

I also carry policy number for the business liability insurance and my agent's number with me.

Polk County, where I live, has an office for getting information and permission for certain kinds of shoots. Your county might also ( might be listed under tourism, like Polk).

Sometimes I need to get advance permission for access to certain events, press pass etc. That varies depending upon the organization, school etc. This is often handled by the company that hires me as a shooter, but not always. I make it a habit to contact the coaches, staff, event planner etc. in advance. This becomes easier as you get to know the right people in your area.

Are you speaking of "freelancer" or "independent contractor"?

There's no license for either one, but typically a 1099 for tax purposes.

I'm a independent contractor and am required by many clients and venues to have at least $2 million minimum in liability insurance.

If you are crewed out as a freelancer you shouldn't have to have any insurance.
