I am getting replies on other forums that confirm the problem, here is one:

I didn't see any reason to update, since the "improvements" had no application in my case, with the lenses I was using.
Anyway, so I am still running V1.0, and yes, I just tried the slow shutter speed, once at 1/8 sec., and once at 1/2 sec. and both settings worked fine in V1.0.

I am very leery of some updates, since they may improve one thing, and screw up in another, which seems to be the case here.
Panasonic, surely you can do better than this please?!!!

I just got off the phone with Panny support. At least they are open on Sunday ... The level one "tech" I talked to was pretty clueless, I could tell he had never handled a GH3, much less knew anything about video. He kept thinking I was talking about frame rates ... I tried to be patient. He walked me through all the obvious stuff, then finally agreed to escalate it. I have a case number now.

WHY OH WHY did I upgrade? Now my nightmare begins..

Everyone else, please bombard Panny with complaints about this ...

Again, you're spreading false information! Slow shutter still works in firmware v1.1. As it has always been with the GH2 and GH3 you must be in Manual Movie mode AND Manual Focus.

You're not helping anyone with these "sky is falling" rants.

Although I am deservedly chagrined and embarrassed, I am also HAPPY HAPPY overjoyed now!
I could have sworn I tried in manual focus, which is pretty much my preferred focus mode now.

I just tested and yes, my beloved show shutter works with 1.1!

Dan ( and the rest of the community), I have no excuses other than this one - my wife is very ill, on a feeding tube, and I'm pretty frazzled.

My sincerest apologies to everyone.

Now I can go do some slow shutter shooting tonight!

Not sure if you saw this, but I have been pretty happy with the GH3. Check out this happy demo vid, in which one of the "good" things I listed was slow shutter:

I appreciate that, Dan. I'll try to not panic so much ... the GH3 is the first cam in 19 months I've committed to keep, so I'm still nervous.

If you have moment, please look at my new post with the frame grabs from last night's slow shutter tests, which inadvertently turned out to be a Quest for Ideal Night Traffic White Balance.

I've avoided shutter speeds slower than the reciprocal of the frame rate & thought it a firmware bug.

I remember the GH2 could be set this way too, but it forced the camera into a bad mode which ruined the footage. Isn't the same true with the GH3?
