I'm a tad muddled up by reading too much info on different camera models. Is the F3 capable of switching between PAL and NTSC recording modes?

Yes it is.

I should also add that all of the XDCAM cameras, F3, EX1R, EX3, F800, etc. are also all switchable.
Even the FS100 will be switchable after the firmware update later this month.
